I dont think I should describe excatly how to
do it, but here are a few ideas.

If you run a normal cvs pserver in your inetd.conf
as root you have normally a CVSROOT/passwd.
regardless if this file is readable or not
or exists (or not) and  you spend hours how to set permissions in
CVSROOT it _is_ possible to put CVSROOT/passwd
under CVS control.
(Sometimes its a bit trick and you have only
one single shoot and the repository locks up, but it _is_ possible)

Then you edit the CVSROOT/passwd and cast
your login to a login of your desire (eg. root)
and send yourself an xterm with a normal CVS notification.
